Manager (m/f) Promotion of Mineral Governance - Afghanistan

Field of activity
In June 2010, reports on the abundance of mineral resources in Afghanistan created a stir across the globe. Supplies are theoretically sufficient to make the war-torn country one of the world’s leading exporters of mineral resources. Concurrently with these discoveries expectations on the Afghan Government are growing to channel the wealth created from mineral resources and mining into sustainable development for the benefit of the whole country. Significant capacity gaps  are already evident in the mineral resources sector, especially  in the Government’s ability to  steer actors in  the mineral resources value chain along a coherent policy framework.. A lack of control and transparency regarding public revenue, concessions management, land management and concessions monitoring are some of the obstacles that need to be addressed.
The project Promotion of Mineral Governance aims to improve the framework for effective and transparent mining supervision. The project will advise the Ministry of Mines and Petroleum at national level, lend support and guidance on the transfer of administrative functions to the subnational level and provide advice on implementation of the Extractive Industries Transparency Initiative (EITI) process.
The project is based in Kabul. During the first year of implementation, provinces will be determined in which consultancy is to be provided to sub-national authorities and pilot activities. The project’s main aim is to build supervisory capacity at the Ministry of Mines and Petroleum at national and subnational level. In addition, civil society and the private sector are to be engaged through the EITI process, thereby increasing the role of non-governmental actors. The project is implemented in close consultation with the Afghan partners and harmonized with contributions from other donors.  Very good working relations amongst Afghan partners and German development cooperation have already been established.

Your tasks
As project manager, you will be responsible for the content-related, sectoral and organisational steering of the project in Kabul and  pilot provinces, and will head a small team. You will coordinate knowledge management and programme progress monitoring, and will be responsible for reporting project progress. An important part of your duties will involve cooperating and networking with the Ministry of Mines and Petroleum and the ministry departments relevant for the project, downstream authorities, mining companies, non-governmental organisations (NGOs), the Afghanistan EITI Secretariat and other donors. In addition, you will be responsible for coordinating and harmonising individual measures with the Afghan partners, other bilateral and multilateral donors as well as other German development cooperation initiatives. Your sector-specific responsibilities include direct personal advisory support for the partner institutions in the field of mining supervision and mining administration. You will report to the Portfolio Director, Governance.

Your profile
You hold an advanced university degree in public administration, political science, economics or in mining engineering and have several years of experience in policy  advisory  work. You  know German and international development policy and have several years of experience working in development cooperation. Experience in conflict and/or post-conflict countries would be a great advantage.
In addition to excellent intercultural skills, you have a high degree of political sensitivity. Afghanistan is in an unstable post-conflict situation with limited state presence in the more remote provinces. Corruption is a widespread phenomenon in the government and non-governmental setting in this sector. The specific interests of public officials, mining companies, NGOs and others can lead to conflict. As a result, the reform processes being promoted may meet with resistance from individual actors who see their interests jeopardised, even within the partner structures. Therefore you must have good conflict resolution skills.
You are fluent in English. A working knowledge of German is essential.

On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and in collaboration with the German Federal Foreign Office (AA) and national and international consultants, GIZ has developed a risk management system that minimises personal dangers and risks. Risk management offices staffed with trained personnel monitor and analyse the situation, issue security reports, and advise our colleagues on safety and security measures.
GIZ offers an attractive remuneration package for assignments in Afghanistan, with a number of benefits. In addition to a competitive annual salary, we offer a wide range of allowances such as rent subsidies and lump-sum travel payments. GIZ takes its responsibility vis-à-vis its employees very seriously. We ensure that for every two to three months they spend in Afghanistan, they recuperate for at least a week outside the country. We pay up to three annual allowances for this recuperation period.
We provide thorough preparation for staff in the run-up to their assignment. Briefing arrangements include a general introduction to GIZ, along with measures such as security training, and stress and crisis management, and are tailored to suit the specific assignment.
