PSI, as a senior partner in a multi-disciplinary consortium seeks a Director Supply Chain Management to perform a key leadership and management role for an anticipated multi-billion dollar USAID-funded single award indefinite quantity contract for the Commodity Procurement and Supply Chain Assistance project. This project will provide a comprehensive array of services for U.S. Government health commodity procurement and related supply chain assistance. It will be the primary vehicle through which USAID will procure and provide health commodities to partner countries and provide technical assistance to improve countries’ management of the supply chain for such commodities. The project will consolidate the procurement and assistance components of the current USAID DELIVER and Supply Chain Management System (SCMS) programs, which support U.S. Government global health initiatives in HIV/AIDS, malaria, maternal and child health, and reproductive health.
*This position is contingent on funding. If PSI and its partners were to be awarded the project, it is anticipated that start date of the project will be sometime after Q3-Q4 2014.
RESPONSIBILITES:
The Director of Supply Chain Management will be responsible for leading, managing, and continuously improving the project’s supply chain operations for all commodities. This will include management oversight of procurement planning, procurement operations, supplier relationship management and development, inventory management, freight and logistics, warehouse management, quality assurance, customer service help desk, and related information systems. S/he will build and supervise functional teams in these critical areas of operation and serve as the senior liaison with vendors and service providers for the supply chain. S/he will work closely with all consortium members to ensure their support, integration, and performance. The director will be responsible for ensuring that all required reports are provided to the client and other relevant stakeholders. This position reports to Senior Leadership in the multi-disciplinary consortium and is based in Washington DC, and will involve up to 20% travel to overseas offices.
QUALIFICATIONS:
· Advanced degree in health or management-related discipline
· At least 10 years of experience in global supply chain operations and management in the private or public sectors; experience in both the public and private sectors desired
· At least 7 years of experience in senior management positions
· Direct experience in the management of pharmaceutical procurement and logistics
· Experience working in developing countries and with stakeholders from the USG, host-country governments, NGOs, and the private sector
· Demonstrated experience in leading, coordinating and managing a large team of senior managers and technical specialists
· Excellent interpersonal, written, and oral communications skills; proven diplomatic and public relations skills
· Fluency in written and spoken English
· Knowledge of French, Spanish, or Portuguese preferred
