INTRODUCTION


The Global Green Growth Institute (GGGI) is an international organization dedicated to green growth. Headquartered in Seoul, it is a new, hybrid international organization – interdisciplinary, multistakeholder and driven by the priorities of emerging and developing economies – established by an initial group of eighteen governments pursuant to a treaty signed at the United Nations Rio+20 Conference in June 2012.

GGGI is dedicated to helping governments and industry pioneer and diffuse a new model of economic growth, green growth, that integrates ambitions for strong economic and environmental performance to achieve poverty reduction, job creation and social inclusion, as well as climate change mitigation and adaptation, addressing biodiversity loss and resource security. GGGI’s approach is particularly suited to developing countries as we believe growth is an essential ingredient in economic and human development.

GGGI’s theory of change leads it to focus on three major outcomes: (1) adoption and implementation of rigorous green growth plans based on strong analytics that form the core of national and local economic development strategies; (2) knowledge development which builds a strong empirical basis for green growth, while providing concrete options and guidance for policymakers; and (3) public-private cooperation that enable the scaling of green growth investment in key industry sectors as well as the engagement of companies in the implementation of national and subnational green growth plans.
 

GGGI’S KDM (Knowledge Development & Management) DIVISON

GGGI’s KDM program is focused on the economic aspects of green growth with the greatest need for additional research as perceived by senior economic policymakers (e.g. macro-modelling, sectoral approaches, resource-efficiency, technological innovation, employment and poverty reduction). In order to deliver relevant, high-quality green growth research, GGGI will leverage the strengths of leading global research institutes and centres. At the same time, GGGI will develop strong in-house expertise on the topics of green growth planning tools and methodology and lessons from in-country green growth planning experience. GGGI will also help create an international research infrastructure, such as the Green Growth Knowledge Platform, in order to strengthen collaboration and intellectual exchange among researchers and practitioners.

One of the key functions of KDM division is to support and interact with other work streams such as GGP&I and PPC and external stakeholders through collecting, processing, managing, and sharing the knowledge related to green growth.
 

ROLES AND RESPONSIBILITIES

The Global Green Growth Institute is looking to hire a Programme Lead and Senior Advisory to direct its research and knowledge development portfolio, and support its country programs in the area of social inclusion and green growth.

Working under the Deputy Director of the Knowledge Development and Management (KDM) Division, the Social Inclusion and Green Growth Program Head and Senior Advisor will be responsible for building and managing GGGI’s knowledge development program related to social inclusion, human development, and poverty alleviation, and how they fit into an overarching inclusive green growth model of development.  This will include the design and execution of a portfolio of cutting-edge research and knowledge development projects, and a program of support to country-based green growth planning projects to help better integrate social inclusions and green growth objectives.

Research and Knowledge Development Projects will involve selecting and designing critical areas of investigation relevant to promoting inclusive green growth through the integration of social inclusion goals like poverty alleviation with environmental sustainability goals like natural resource efficiency and conservations.  It will require the definition of the analytic/research approach, identification of suitable research partners (where relevant), conducting and/or overseeing of the knowledge development activities, the writing up findings in publishable form, and the dissemination of the work in international forums.

Social inclusion-focused Green Growth Planning will involve engaging senior policy makers in selected countries; assessing the impact of green growth plans on social inclusion goals, as well as the environmental implications of existing social programs; developing and sharing knowledge about potential co-benefits between inclusive and green growth policies and programs in specific sectors; and co-developing plans to improve social inclusion as part of the larger green growth development strategy and implementation plans.  This role will require providing guidance and advice to in-country GGGI teams, which bear responsibility for green growth planning and implementation delivery. Candidate countries would come from GGGI’s current portfolio of work in Southeast Asia, East Asia, South Asia, Latin America, the Middle East and Africa.

Experience:

•     Experience assessing social inclusion challenges at various levels of economic development, and their most salient inter-relationships with broader economic and environmental sustainability goals.   Should include the framing of issues, and laying out of a knowledge development agenda.

•    Experience assessing, and developing policy recommendations related to inclusive green growth policies and programs, including the actors and institutions involved in implementation, the knowledge sharing and dissemination networks that exist globally around this topic.

•    Experience developing green growth, low-carbon, or sustainable development pathways, and the ability to understand the integrate social inclusion implications into such pathways.

•     Experience leading the engagement and consultation process with government agencies, and broad stakeholder groups, with the purpose of making pragmatic and implementable policy recommendations.

•     Potentially, experience designing and/or managing public sector interventions in the area of social inclusion and green growth.

RECRUITMENT QUALIFICATIONS

Education: Exemplary and relevant academic credentials, most likely having post-graduate degrees in economics or other social sciences.

Work Experience:  At least 8 years of professional experience in relevant fields.

Language Requirements: Fluency in spoken and written English. Knowledge of another relevant language is an asset.
