This role will be within Ofgem’s Electricity Market Reform (EMR) team, which is part of the Wholesale Markets Directorate. EMR is a government policy initiative to ensure security of electricity supply and reduce carbon emissions. It will involve the most significant changes to GB wholesale markets seen in recent times. Ensuring that the changes are implemented effectively, and that Ofgem is able to carry out its roles and responsibilities effectively, will be a crucial component in helping ensure these changes operate in the best interests of customers, and help promote security of supply, value for money, and the transition to a low carbon economy.
In particular, the key functions of this role are:
- To apply economic theory to policy development and the implementation of Ofgem’s new EMR roles. For example, this role may include setting a revenue control (including specifying outputs and setting incentives) for the EMR delivery body.
- To contribute to and in some cases lead areas of EMR policy.
- To work closely with external stakeholders including the EMR delivery body (National Grid), industry, EMR delivery partners and DECC, in the development and implementation of EMR policy.
- To provide expert advice and analysis on economic and regulatory policy to the Directorate, senior management and other Ofgem colleagues.
- This role also offers the opportunity to get involved in other aspects of the Wholesale Markets team’s work.
- It also offers the potential opportunity for line management responsibility.
You will need the following skills and experience:
- A degree in economics or related discipline, or equivalent Masters Degree in economics or a related discipline.
- Wide-ranging expertise in applying regulatory economics and/or developing policy and strategy in a commercial or public sector environment.
- Good quantitative and modelling skills.
- Experience of influencing and negotiating with key stakeholders.
- Strong communication skills.
- Ability to deliver projects successfully, against challenging and competing deadlines.
- Ability to take initiative, think creatively and work independently.
Desirable
- Experience with regulatory revenue controls: setting outputs, revenues and incentives.
- Experience of managing staff and leading teams.
- Experience working in the energy sector.
