FINANCE MANAGER

Crown Agents is seeking a Finance Manager to provide overall financial management support to relevant Ministries of an upcoming long term donor funded project in the Horn of Africa. The project is expected to support relevant Ministries provide grants to governmental and non-governmental entities to implement the programme activities.

Key responsibilities

• Set up and support oversight for all project financial management arrangements, regulations and procedures
• Manage financial planning, forecasting, budgeting, expenditure, controls and analysis and ensuring that all payments are consistent with funding decisions taken by donors and government
• Conduct financial and management systems assessments of fund recipients and arrange for / undertake audits and spot checks during grant implementation.
• Assess financial risks of fund recipients and undertake fiduciary oversight of grants to support value for money and guard against misuse / abuse of funds.
• Oversee relevant Ministries disbursement of funds to fund recipients and monitor / verify recipients' financial expenditure
• The Finance Manager will also be expected to participate in the development of the project policy and strategies.

Qualifications:

• A qualified accountant with a Master's level degree in accounting, finance or related field
• At least 5 years' experience in overseeing finance and accounting aspects of projects
• Experience implementing donor funded projects, with an understanding of various donor finance and accounting requirements
• Experience in large and complex programmes of a similar nature.
• Experience working in grant making projects is a strong asset.
• Excellent computer skills, including proficiency in Microsoft Office suite and experience using financial software and spreadsheets.
• Excellent written and spoken English.
