Development and Training Services, Inc. is seeking a Team Leader/Senior M&E Consultant to lead a proposed evaluation for the Department of State. The purpose of this project is to evaluate the effectiveness of the Visual Media Project for the Countering Violent Extremism (CVE) program in Bangladesh. The evaluation will also synthesize the findings of the program implementer’s own M&E efforts.
This position will lead the evaluation tp produce a comprehensive work plan, conduct a literature review/desk study, undertake data collection and analysis, conduct briefings, and submit evaluation reports that are evidence-based showing a causative link for DOS’ return on investment.
The aim of these activities is to achieve the following:
1) Determine the effectiveness of showing evidence based outcome results of this CVE project in Bangladesh with respect to the goals and objectives as established in the program planning documents;
2) Identify lessons learned and best practices that will benefit CVE programs in Bangladesh and elsewhere; and
3) Provide timely analysis for management decisions.
Qualifications:
This individual should have a Master’s degree and at least 15 years of relevant experience conducting evaluations overseas. Professional experience in South Asia is highly desirable, preferably in Bangladesh. Experience administering successful technical assistance projects and Bangla language competency is desirable. S/he must be fluent in English and have excellent research, writing, analytical, and presentation skills. S/he must be able to effectively manage the evaluation team over the period of performance. Must be able to travel to Bangladesh.
